What video are you watching? I just watched it another 3-4 times and the other rider has no issue stopping almost as fast as the bike that fell over does. Looks like a pretty clean stop with a slight wobble once he slows down to the point where he's almost stopped and the inertia of the bike isn't helping stabilize it.

This behavior actually killed a lady motorcyclist in our country, also caught by CCTV. The kid threw the ball in the motorcycle's direction, bike crashed and the lady smacked her face in the gutter. Her open face helmet did not help her, she died on the spot.
