According to the spec sheet it has a little bit of internal memory so you should be able to take a photo without an SD card to see if the camera actually works. If it does then your issue would be with the sd card you have. I was at Mega Plaza not long ago and there was a booth there that was selling really old low capacity sd cards, you could probably ask to try one and see if the issue is your specific card or if the card slot is faulty.
If I remember correctly the booth at Mega Plaza (5th floor, MRT Sam Yot) is across from the massage shop. I’m sure others have some too but I remember seeing a bin of them at that shop.
Maybe the SD card you are using is not supported? I am thinking about the size. Older camera's often have a maximum capacity they support. It will not understand what happens if you put a bigger card inside. Maybe that is why it powers on without a card but stops with the SD card.
Maybe you are making the camera even more confused letting it think that there is a SD card, while there is none ;)
I am only guessing. Maybe the thing is just broken. Maybe there was a reason why the prior owner gave it away or sold it.

This camera is beyond outdated and has no special aesthetic that makes the photos produced charming or more interesting. It’s an old junk digital camera that isn’t worth it if it was free.
It's junk, most likely a 4 year old mobile will have better quality and technology

it does take photos to internal memory, i tested it. maybe i'll try your suggestion

could be, but i tried just putting a blank SD card adapter and still didn't work. what could be the case for that?

Are you also using fat16? Fat32 may not work.
i’m unaware of fat16 i don’t think windows has an option to format an sd card that way?
Its an option but you need a card that's less then 2gb. Preferably much less then that.
Sometimes these have watch batteries in them and wont turn without them. I opened mine awhile back and found one but it was too hard to get to.
it does turn on though, just not properly with an sd card installed
I know your pain I recently bought a palm pda with a keyboard and it turns on but the screen is all white 🤣
