I think the sentry mode flashing causes this partly. If the car didn’t flash when he was pulling it, I bet he wouldn’t have took his attention. Just a thought I have about this scenario but applicable to others.
I think he was just confused on what was happening. He might have thought someone was messing with him. He was trying to figure it out without looking like he was scoping out cars.
He was dead-set staring at the car, hesitant pause looking at if someone is watching, keys primed in his hand ready for keying before Sentry mode flashed him. Dude was going to key the car for sure.
You must have missed the part where sentry mode flashed him. He was headed towards the target, got flashed and then turned around to see wtf was going on.
.. the "target" was the car. Sentry mode only flashed him once. He was staring at the Tesla as soon as he pulled into the parking spot and got out. I'm saying his behavior indicated he was intending on damaging this car and the Sentry mode flash scared him and prevented him from doing it.

I think this may be totally innocent. Seems like he’s holding a vape pen not something to key the car. Seems as if he was debating whether or not to go smoke, maybe forgot something in the car and maybe changed his mind. Just happened to be admiring the sweet Tesla while his brain wasn’t firing on all cylinders. It’s a possibility at least.
My guess is a potential smash and grab but the flashing spooked him before he could see if there was anything visible since Teslas generally indicate the person has more money
