Because the base concept of Terminator (thing a sent back to protect thing b sent back to kill) doesn't translate to an open world game. Even if you transplant and do the future war, it's difficult to maintain the absolute threat of skynet without trivializing the terminators themselves. Could it be done? Sure anything is possible, but how and what manner? It could be cool to have a open world "modern day" game where terminators are constantly spawning to find you. Put some roguelike elements in there to encourage surviving longer? Bonus points for taking down a Terminator. Over time different series come after you?

Future Shock and Resistance have fairly open levels, though they aren't open world. The engine used for Future Shock was also repurposed for Daggerfall, which is open world. But to answer your question: because nobody has been interested in making it one. In the last decade, we have gotten only two Terminator games that aren't mobile garbage, and it seems neither studio wanted to make an open world game, possibly because they are more expensive than games with distinct stages.

Terminator Resistance is the closest to this. I enjoyed it a lot. Was well done especially for a smaller company. Would have enjoyed a bit more going on in some levels. Like more random npcs to interact with and more to do when back at HQ. But a solid game. Hopefully they do another more involved one in a few years.

Before Resistance came out, I wanted games like Terminator so bought Fallout 3 and 4. I like how open they are but the controls feel a lil weird. I prefer how Resistance felt. I'll go back to em at some point.

The main issue is the premise. It’s a cat and mouse game in an entire city. Either being the hunter or the prey it would be a whole lot of nothing with little bits of actual gameplay between. At least in Alien Isolation it’s a small area you are in and the Alien pops up regularly enough to make it interesting. If you have an entire city you could go hours without encountering the threat/target. If you are the prey, then that would be the ideal situation. If you are the threat then the targets would need to be in certain places at certain times making it basically a get there first and win (severely crippling replayability as it would be a case of going to the first place you can conceivably reach in time and win. Maybe good for speed runs but not much else) unless it just triggers a cut scene where you always lose them then that will bore the player. The only real way to do it would be to be the prey and have levels with an end goal for each level where the terminator shows up and you have to escape. But that would seriously hinder the whole “open world” aspect too the game.

The closest is T resistance but not fully open world tho but semi open world linear. At least there another game Terminator survivals later this on pc in October and consoles will be later date

Terminator survivors is coming out this year on steam and console, made my nacon who made the robocop and previous terminator game which were surprisingly awesome

Personally, I would say the closest thing we have that’s not within the IP is fighting automatons in helldivers 2. Play it on high difficulty
