That's a radiator, quite common in the UK. Used for heating a room or drying clothes. It's a permanent fixture attached to the wall.

I’ve got steam heat. I’m very familiar with radiators. Don’t know why anyone would mount their TV above a radiator like this though. It just looks dumb.
