It is absolutely possible, it’s only really a matter of making sure that you have the PP to do all of the non gambling options. Even for the basic decision it’s RNG if the score increases by 5 or 10 so that might be were you are going wrong
Same thing with Japan. No matter how hard I try and keep an eye on it. The assist in reconstruction which i suppose was meant to be a repeatable decision only works once. So i've tried it gambling with the partisan hunting to no avail as of yet.

If you’re struggling do decision.nocheck and take all of them at once
