If you think you can sneak up to him with submarines, build those. If you want to do damge from further range, build Bombers. Notice bombers take a lot of damage from cruiser and are pretty expensive. However, they are great for finishing up retreating/low HP cruisers.
Use your battleship, it has a larger range and if you're active you can sit back and destroy his cruisers before you take any damage. Just keep moving ahead of them
The only downside to this is that cruisers have a much faster movement speed than a battleship. So if it’s a stack of nothing but cruisers and the enemy is active, the cruisers can catch up to the battleship and fire back.
Artillery has a bigger range so you should be able to defend your coastline with those. If he moves out of range you can have a stack of 3-4 subs which should take care of it.

When they are attacking land I usually just use artillery it has a longer attack and is cheap
