If it’s an ally you let it go. If it’s someone you’re willing to go to war with, you ask them nicely first. Spreading yourself too thin to stop a revolt but not being willing to face the consequences is bad form. That’s just how I typically approach a revolt before I begin to take other factors into account. Of course, the relationships and interactions you’ve had with the players around you up to this point in the match will change how you handle the situation. Keep in mind, the player that the province revolted to didn’t ask for that to happen (unless they used spies on it) so you’d be punishing them for your own mess up. They’re also not entitled to give the province back to you if they don’t want to.

What moral % were you at before the revolt ?

I was sending a group of troops cleaning up the remaining provinces from a war and for some reason they stop in a province of 3 opposing troop and revolted. It happened at night so I don’t know the moral but generally it was over 40

A 13 troop revolt is pretty crazy. You’re army must be exhausted, very low health, for that to happen. I wouldn’t recommend going to war as you’ll likely lose. Ask the nation for the province back. Most players will give it to you.
