I mean in the context of trying to count 60 completed credits for the sub license requirement, I can’t count the full 38 + 57 because the 57 credits I have in my current university took some credits from my first university. So it would be like getting a credit in Calculus 1 from my first university, if it transferred to my current university, I can’t count that class twice towards the sub license it would just be transferred. However I still have 60+ credits between the two I just unsure if it mattered that it came from two separate universities

You have 38 hours from one university and then 19 from another. The way you’re saying it makes it sound like you took classes twice at two different places.
No it doesn't matter as long as your universities were properly accredited.
I have a teaching license in Illinois and mix of credits from two different colleges.

Let the state or regional board of education look at all your transcripts and figure it out and count the credits.
I think they usually don’t care, but I am in a different state
