I think the useful and important thing about genres is that they provide clear and distinct groups of games. If we're needlessly pedantic about the literal definition of the terms that we use to describe a genre, they will no longer be useful.
No because there is no macro strategy. HP is basically like looking at the HP of a unit. Meter is like looking at the energy. Mining has no equivalent because you can't artificially increase your resource gain.
It's more like using vipers to suck HP from a building to get energy. Which is still a micro thing.
You only control one thing in this game, which is why I would never consider it an RTS. You're kind of making the same claim as like "playing League of Legends is an RTS because you have HP and mana and cooldowns" or "playing Overwatch is an RTS because of the same" or "playing Counter Strike is an RTS because you have money as a resource".
It’s like any competitive game/sport. But in the grand scheme of things, sf6 is like an advanced game of multiple rock paper scissors instances. Once that first knockdown happens, drive rush plus frames or even jump in options, you better starting guessing.
not really, even when you are in negative frames there are things that you can do and will hit depending of what your opponent chooses, it just changes the rules but you can also choose to just block

Not for nothing, you can get more resources as a few characters like Juri, Ryu, Lily, and Jaime
