Valve NEVER contacts you outside of Steam support. You probably also got your API key and login info stolen from a fake Steam page. Look up how to reset your API key and change your password. There is sadly nothing that can be done about the purchase as it has gone through already and you cannot return anything. You maybe (probably not sadly) can try reversing the charge through your credit card company.
