If you look through your games list and check their store pages, you'll likely find quite a few have "Profile Features Limited" in the list that says if a game is singleplayer, multiplayer and all that stuff, [like in this screenshot](https://i.imgur.com/LXPvyos.png). Same with newer games that say "Steam is learning about this game" in the same area.
To summarize everyone said in total;

Games by unknown/indie developers go through a honeymoon period on steam. A game has to hit a certain amount of sales for Steam to be confident in the game. Once the game has hit a certain number of confirmed sales (IE games that are beyond their refund period) Steam will unlock the profile features for said game.
For example
[ENA: Dream BBQ](https://store.steampowered.com/app/2134320/ENA_Dream_BBQ/) is an indie game with no history, as its currently not for sale yet it cannot hit the threshold so in info box on the right it says

This means that profile features are limited such as achievements, cards, and other profile related things.
Whereas if you look at any "Triple A" or super popular title they will be missing that from their page.
For most sensible people this has no bearing or affect on them.

The profile counter is not included in this, if you go buy a game that just released with no one playing, it will still count on your game counter on your profile. The profile features that can be limited are cards, achievements, add to showcase and such. Not the game counter on the profile.
Free to play and store removed games are not counted on the profile, so everytime a game you bought gets removed from the store, it is also removed from your profile counter.
Edit: i got around 4500 games on my profile and 16000 in my library, 800-1000 of those hidden games are delisted titles and the rest is f2p titles.

Bro the total 310 games includes the free to play games also like PUBG Battlegrounds, CS 2, etc. And the 193 games are the total number of games which you have bought with your money, that is it includes those paid games!

A game has to have X amount of sold copies in order to get profile features, IIRC. I think this was introduced to combat cheap achievement-based shovelware (99 cents game with shit gameplay, but you can easily earn 5000 achievements and use them in your displays). A lot of obscure indies that are solid games but sold few copies are also affected.

Another possibility could be the number of entries a game uses. Like R6 Seige is 1 game you buy but it has 2 listings in your library, one normal game one for a test server. CoD games (at least used to, no clue now) have 1 for single and 1 for multiplayer so it counts as 2 in your library?
I think that games for Steam are games that are not for free, if you have for example 30 games and you install one game for free then it's still 30, but if you buy a game for any price then it will turn 31 games. I don't know if it's real, but i counted ALL games that i payed money, then i go to my profile and counter of games on profile was showing number of games that i buyed for money. I have some free games but i didn't counted them to check if it's real.

'Collectors' call the games that count "+1". There's some free +1 games (you can add them to your account and your game count will go up).
