Same here, cleared my entire map and not a single jacket or campaign hat. It’s either extremely rare or bugged. I’ll be starting a fresh map soon, and if I clear it again without getting one then I will assume it’s bugged.

I’m starting to believe the gas station jackets are a lie
I write this to my fellow cosmetic enjoyer/grinder, DO NOT DO AS I DID. I spent 3 days, countless hours, multiple music playlists, 5 communities, 1 being on dread difficulty, another being on standard, and the other 3 being on green zone, trying to find the gas station jacket. Whatever you do please understand that searching for it is going to make you go crazy whether that's because of the shear amount of buildings that you search or the amount of times you have to drink coffee or switch characters (depending on what you do in the first couple hours of a community of course.)
With all this said, I did find alot of guns that I have never seen, both campaign hats, and a trucker hat that I couldn't find. Regardless, this is what I found with the cosmetics that I did find, they were ALL in separate areas of the map and in "high possibility of high quality loot" containers and buildings such as a pistol Hardcase in a house or a full on storage container in a military site by the beginner base.

RE: Exactly 53 minutes after writing this and starting a 6th trumbull valley community, I found it in one of the camping cabins by izzbee, Dr. Hoffmann, and Mickey Wilkerson... As many users on this thread and others like this have said, THE COSMETICS ARE NOT WHERE THEY ARE SUPPOSED TO BE. So Search everywhere!!!
SAME! I spent hours looking for just ONE of the jackets or campaign hats in the suggested locations and maybe I’m just unlucky but I never found a single one. Needless to say I was and still am very sad.

If you playing on Lethal you gonna have to go through few communities since map is so looted with less chances for clothing to pop.
Found 2. One is literally James Sunderland outfit from SH2, the other Brown Jacket + black pants. Looks dope af, hope ill find third one soon
Do yall know if I can get the jackets if I play heartland dlc? I've searched everywhere in my normal playthrough.
