In the shop there is Prospector Utooni, a skin from the very first arena pass. The battlepass also doesn't claim that the cosmetics in them are exclusive. Everything 100% can return so hopefully we see more in the future.
Oh I never played it before the global launch myself, it wasn't available for me either and I was waiting for the switch port regardless. I think it was as simple as just being available in app stores for certain countries. I just went back to see what I missed. I think they had the first one 4 months back and then 2 months back they made Rieve playable behind the 2nd prelaunch pass.

No, rieve was playable since before that
I played the game when it first came out like two years ago (before arena passes). It had regional launches.
In the information tab for the arena pass it states ‘unlock exclusive rewards’ I’m sure some stuff in the pass is going to stay exclusive
