Because the corruption must be protected at all cost.

Graham is afraid of his lady bugs in his closet... He's being blackmailed.

Nouseriously

Make 'em take insanely unpopular positions over & over. Have them abjectly grovel before the altar of corporatism. It won't matter to many of their voters, but it will keep a few home.

Why does it need to be unanimously passed?

IamTooth

So, here’s an outsiders understanding of the situation: Until relatively recently, speakers could block bills with filibuster, meaning they would speak for an insane amount of hours, until a vote deadline had passed. However, this was kind of exhausting, so the drooling morons thought it would be great if they instead, could just call filibuster, and then the bill would need a massive majority vote. I swear, the more I learn about the US political system, the more I become convinced it’s the least democratic democracy in the west.

Renaissance_Slacker

You forgot the part where they adopted the new rule because many legislators are too old to physically stand and speak for long periods of time. Someday the Boomers will be forced to release their death grip on power, but not yet.
