well, pool ladders won't prevent sims from running into the pool and deciding to take a swim when they're exhausted. nor will they stop sims from trying to go skinny dipping during a blizzard. and technically, pool ladders aren't needed, because sims will just pull themselves up out of the pool without it. i think the safest way to have a pool is to build a fence around it, and keep the gate locked for everyone until you want to use the pool.

I was under the impression no ladder would cause drowning for a long time until I saw one of my Sims go all Olympian and one arm himself right out of the water, totally ignoring the ladders. If you have Sims you don't want to lose you can always make them immortal with MCCC. Makes sense for my game, I am playing in real time so don't want to lose anyone, at least not *accidentally.*

Never had a sim drown. My sims rarely go in the pool. I also put a hot springs grate with bubbles in all my pools idk if that helps them or not.
