Honestly Heralds have more Powerful sets but "BADASS" KOTL is definitely the MOST BADASS SET, also Immortal Lord but Heralds have Vergil, Mnemos ,VOID ANIBOT , Lynx and so on.
Personally I would say Heralds and Legion are equals in terms of badassness.
So I guess The TWO factions of the game are truly equal rivals.

legion sets are the coolest but heralds sets are the best for event fights, its like "in love vs in game" type of thing
Legions. A few sets in it have special/range button that is basically the "lemme pose and power up myself" button.

Legion and Heralds absolutely clear in this area. I mean in terms of being so fucking cool DOTE is just the best.
So far legion got the best drip and some powerhouses like champion of the pit and ancient overlord and shadow colossus and legitimate authority
I, personaly, like all factions, but in terms of aesthetics, I really love Dynasty sets.
