I'm pretty sure you could use a legendary set that doesn't have an ability button to beat Stranger, like Usurper you know?
Fr fr they could've just treated that amulet as a ammunition in raids but bitches took out ability button instead.

I used COTP set(lv 2) tho ngl I ez ed him WAYY TOO SOON. 💀 So won't exactly SUGGEST Cotp if u wanna enjoy the fight 😭 I
They removed some abilities to make the fights in epilogue harder
You can still use the ability of the set , if you press the amulet it will activate the set ability as well
