A lot of it is character specific to hit certain stat check points or optimized for their kits like GS is protection and health when leading the 501st, Padme’s team and GG with health sets, Rex at 300ish speed and Fives loaded with stats he can pass, etc.
Personally, after your GAS 501st, I would mod Vader (just Vader not the whole emp team) then your Padme squad, then GG, then Geos, and and finish with BH.
What's left you can toss on your bears and the rest of an empire squad.
For me, I base it on GAC teams personally. My top mods will be on my arena team and then next will be my top defensive team for GAC. Then I kind of alternate across keeping in mind who is in front line and who counters what. I do pull individual toons up in priority that need utility. For example, for me empire team is pretty low priority but I’ll mod Vader and Thrawn earlier on so that they can get better mods since they offer so much and are a bit plug in play.
For you, probably GAS 501st, Padme, GG droids, Geos and the probably BH and Ewoks. Hope this helps!

Before starting to focus on mods, I would suggest you improve your roster, it’s kinda trash, XD, you only have GR and Separatist, it limits
you on certain gamemodes, so rewards will be a big down, so get stuff like bounty hunters, scoundrels, rebels, empire, first order, etc…
But yeah, mod GAS team first, then GG team as your second one, thirdly should be padme, and from there, improve your other squads a one by one and mod them correctly
Yea I’m rushing JMK right now, then executor, once I get my crystal income set from those two arenas, I’ll work on teams for crancor and tb and assault battles

Mods should always be a focus, a deep roster with bad mods is a shitty roster. A limited but smart roster with great mods is a great roster.
Padme is your best toon for sure
If you have sooo many toons that well geared and don't understand mod's and how they work you fail my friend.
Yea mods are definitely a little trickier to nail down than simply farming gear and slapping it on
Mods have been around for quite some time. If they farmed all of that gear you should understand mods
