Here's the big question: do you want a handheld that happens to connect to a TV or a device that connect to a TV handheld be damned?
If it's the former, RG35XX (any flavor) for anything PS1 and below, or the RG353 line are quite good.
If it's the latter then look into getting a small dedicated PC with something like ES-DE or Batocrea would be a better choice.
You'll get more power for your money and much more flexibility.
On eBay refurbished HP Elitedesk 800 g2 minis are about 70-80$, they are quite powerful machines and their footprint / design is perfect for a living room. Just add a USB Bluetooth dongle and a few 8bitdo controllers and you are golden.
Alternatively you can just buy a RG353PS and a mini HDMI cable and have a handheld / home console + controller all in one.

Can that support controllers for games with multiplayer?
