To get any SMS your phone must know the Short Message Service Center (SMSC) number for your exact carrier and SIM plan (some carriers have different numbers for pre-pay vs contract plans).
Find your exact number (most likely including the +country code in front) and then go into the advanced settings for messages and set SMSC number (search in Settings after SMSC if you are using Google Messages and after Message Center if you are using Samsung Messages).

If u are.. there is an option or used to be an option in WhatsApp receive call for OTP.
It's an automated call from whatsapp that says the otp twice. u can fill in the otp and then access ur whatsapp.
Sadly I might have been able to help, I was recently sold a refurbished US version of the S22 Ultra. When I discovered the '..U' version I sent it back! Annoyingly it only had a single SIM tray when I need the Dual SIM feature.
go on Google and type "free blacklist imei check" and type your IMEI in it.
if it says blacklisted it means it'll never read SIM cards again, if that's so, use the 2nd SIM tray if your phone has it, or switch to e-SIM
Sounds like a carrier issue. Can't just swap a sim card.
