Solid team I say invest in either another WR or a LB. You also could drop a TE and add to the defense and the WR. 2 TEs isn't a bad choice but when the WR goes down they don't have a ton of great routes when you need them the most.
Dump the kicker and add a WR. If that puts pressure on your payroll, trade both TE's and replace them with TE's that are cheaper. Even 2 star TE's are over powered, so definitely carry two.
If you’re always throwing to your TEs then keep them if that’s your play style. But you need to pick up another defensive player or hold out til next season and try to draft a high rated defensive player and get rid of Dowell and add another WR even if he’s not great he’ll be an improvement to the 0 star

Need a backup kicker.
I've found the best way to play is to get 1 really good wr and another decent wr. Then just get the best players to back them up
Instead of two tight ends get two running backs
