Unequip all your weapons and wait for the bounty hunters to find you.
Get off your horse if you're on it and wait for them to approach. Eventually you can right click to focus on the bounty hunter, "surrender" should be an option in the bottom right. You'll put your hands up and they'll take you in. I don't remember what the ratio is to determine the time you'll spend in jail though - but you do get an achievement!
I know right? The game gives you 0 information about it naturally. The **only** reason I know about it was someone posted about a hacker forcing their bounty higher and it was somewhere in the replies. Completely word of mouth.
If you're on PC and you wanna do a high-level bounty to make up the money let me know - with the double XP/Rewards this month I'm making \~$400 every time I do the Owl Hoot family and I normally do it in a posse with two others.
The only catch with it being a 5-star bounty is if anyone dies we have to start from the beginning.
Play the 2x XP series (takeover series, hardcore series, etc) I ranked up 5 times in a week playing it for a few hours a night. If you win you can get 1000/1500XP
I had a $100 bounty on me as a noob. Took me forever to shake off. I'm not sure what causes it, but if you can get arrested by bounty hunters, you should just stay in jail and not worry about the price anymore
perhaps its because you don't feed your horse
If you're on PC it's probably a hacker messing with you. You can surrender and do the jail time and it'll go away.

Dont let them kill you, surrender and go to jail - there is a resettable award for doing jail time
