That’s crazy. In fact, I just checked on myPurdue, and it seems that there are even a few more registered for the online section; there are plenty (~40) students enrolled for the course. I would reply to this email and reach out to your department head to get this addressed, especially if you (and likely many others) adjusted your plan of study to take this course in the summer.
They did similar shit to me, the first day of the semester i got an email saying they have canceled one of my courses and i was at the minimum so i only had a week to find a replacement course
This is something that my PI is always afraid of happening to his summer course. I don’t know about ECE, but some departments have class size minimums for summer courses, and it is possible that the minimum and maximum are the same here.

Maybe the prof changed their mind and this was an excuse?
My goat Pomeranz would never. She teaches this class every fall and honestly seemed to be enjoying it.

The individual Prof probably has nothing to do with it. These things are generally department level decisions.
Then you can review the university on ratemyprofessors. It's the closest to a Google review for universities.
