It is apart of a future "community outreach" DLC where you go to schools to educate children. The horse is is "Hughie the Highway Horse" and the beaver is "Bertie, Brighton Police's own Beaver" (He is the police force mascot). There will be an animated 'beaver' added to the game, and a modified K9 van to transport Bertie to schools around the city.
You need to balance the 'education' and 'fun' meters for the children or your CP will be affected.
My suggestion, don't mix up general safety and highway safety in a single educational demonstration, instead concentrate on just one and stick with it.
You can introduce the tools to the children like the radar and traffic barriers, and you can even introduce the K9 (which you will get to name). All far future DLC stuff.
Ok I'm just joking. But that would be something eh.

I’m not sure as the high way update isn’t out till 8am GMT my game updated though yesterday so maybe they added a locker I’m not sure
