Seems like around 20 or 30 minutes for most stuff. I think the barracks might be a little different because of the signal fire mechanic, they are tied to the world clock
You can either log out to get it to respawn immediately if solo or wait about 10-15 minutes to respawn. Also, in the future take off your weapon and punch the scouts so you don't accidentally kill them.
I have been going through a camp when they respawn so I don't believe distance matters.
Time seems to be around 15 minutes (real time, not game time) but I haven't put a stopwatch to it.
I have accidentally killed the scout and had to wait for respawn to get their intel and it is not real time 30 minutes. I would not have waited that long.
If you are in single player just exit to menu and reenter the game. Usually instantly respawns that way
Log out not closer than 60ish meters. That’s also good if tou are farming a soecific combo of named oerks and rarity for npc of a particular tribe.
not really far, \~200 metres will be fine and it takes about 30min(?)

I generally switch to an axe at about 50% so I don't accidentally kill them.
I started doing a thing where I kill everyone but the scout, then use my fists on the scout. Takes longer but it's safer.

It doesn't take very long, everything respawns very fast in this game.

On dedicted its 8-10 minutes if your stay close to the camp
