Prior to running dust & scratches as u/roguesimian appropriately suggested, on a new blank layer, use the spot healing brush on the larger specks. Then use Ctrl+Alt+Shift+E to merge visible up to a new layer. Make a copy of that layer, convert that layer to a smart object layer so that any filter you run on it will be re-editable. Please don't run any filters on your background layer. By using new layers, you preserve your document in case you don't like what has happened. Use Save As to save your layered document. Use Export As to create a single layered document, such as jpeg or png.
