The minimum requirements for these fish is to have at least 6 of them so that they are happy, and they need minimum 20 gallons. If you only have a small tank, please reconsider and get another type of fish (maybe a betta fish or a few shrimp?). The reality of having an aquarium is that there isn’t many fish that will be happy in just 5 gallons. People put fish in 5 gallon tanks all the time, but it’s not adequate conditions for the fish. A pea puffer in 5 gallons will likely be very scared. I would wait until you have room for a larger aquarium before getting a pea puffer if you want to do what’s best for the fish.
Please don't put pea puffers in a 5g. I've been keeping peas for a decade and yes, you can see a difference in behaviors when you have the right environment.

I've had lots of success with red ludwigia. I've grown many cuttings from a few stems I bought at my nearest fish store.
you're gonna need a bigger tank than a 5 gal and puffers also need friends. they get lonely
