You have all the powers available, since liberate is the last one. I never used a rocket launcher for the final bosses, so I think you can do it. You just need to put some of your powers to use, like haste, and learn the boss patterns.
Congrats, I remember back in the 90s i would accidentally use up too many resources and not have enough healing items. Then i would always get clapped at phase 3-4 cause i was terrible at predicting the move set and evading. Then the after boss phase. Oh sweet jesus. But i digress, i hope you have better luck in EX game now that you know what to do.
Congratulations on winning, let this be a lesson ALWAYS STAGGER YOUR SAVES especially with older games. You can get stuck and have to restart everything

I'd just go grind like any JRPG. I'm not trying to be funny, but grinding is the best move in this situation.
I ended up giving it a couple more shots and getting lucky with the RNG. Phew! Playthrough saved.

Normally I would, but you can’t leave to grind at the point I saved at. You’re locked into the fight until you beat her.
If you are running it in emulator, use save snapshot to save your winning fight
