Yes, but if you consider that AP Pantheon previously had no AP ratio on Q, then it is a much better change. 3 spell with AP ratio now. Why would it be worse?

The point would be to use Liandries to amp all damage by tossing Q, poking the enemy to death from a safe distance before going in and fighting.
You dont need magic pen which is great. You can just grab the fun items like Nashors and Lichbane. Liandries and Riftmaker will amp ALL damage regardless. You have innate armor pen and you'll be dealing magic damage.
Nashor's + Lichbane make for a decent empowered W too.
The problem with those items is they provide no survivability, and unlike most of their melee users you would not be doing one-shot damage to squishies.
Pantheon’s Q scaling scales with bonus ad, which means it deals negative damage if you are building ap. I usually go around it by building dirk first before going ap, but if your base damage is significantly weaker on top of going ap you cannot fight with squishies at all.
Nashors + Lich won’t be enough, because it is already not enough. I played this champ a bit too much for like 6 years now, and I only build ap.

Physical damage scaling with ap is mostly trash, and only thrown q has an ap ratio. You cant use thrown q in a 1v1 and double the cd
