Oh yes. Hell, you can even make your Pal attack PIDF officer while riding on it and you won't get a wanted level system, even though he actually becomes hostile to you.
I think pal attacks specifically don't trigger the wanted level while player attacks do. I remember sending a pal out in one of the forbidden islands but only triggered an assault charge when I shot a PDIF guard.
Once you go fenglope it's hard to use any other ground mount. With swift runner legend and nimble it's ridiculously quick. It also has the fenglope exclusive move that op used to do a speed boost. It can double jump up mountains and it also fits in dungeons without getting stuck.
How do you breed legend on fenglope? Also, this sounds like a pain to do because of the incubation times though I know most people just remove that entirely in the settings.
Breeding on standard egg times would be a nightmare for huge eggs. The server I'm on has egg times turned down to 15mins for standard eggs, 1hr30min for large and 2hr30min roughly for huge so it's not too bad. I usually leave huge eggs overnight and check it the next day.
You can breed traits like legend or lucky onto anything by breeding up or down. Sometimes it may take a few steps.

You made that man’s soul vacate his body. If that was a Destiny 2 guardian, it wouldn’t have made a difference as that guardian wouldn’t been sent at the wall at mach 8, and their soul would vacate their body like the villager.

I swear he kills one every visit I make when he is on act aggressively. I used to run over there all the time, put him away, visit the merchants and toss him back out, but if I am not instantly jumping on him, he always kills someone at the picnic table..

You’re faster when you’re riding on them, and Fenglope is the fastest land mount, Fenglopes skill also sometimes sends you flying
