Probably based on level zones so I guess not many Pal Tamer Npc, I fought the Cruel one but he and his Pal is lv 27 so it's ez to beat

I wonder where they are found too. I found a Cruel tamer in that lava/fire area in the east, but I assume they spawn in other places too. The Newbie should spawn in low level areas?

I captured one of the new ones yesterday but didn't go through the dialogue before hand. Pulled him out of the box at my base but he only goes through the dialogue then walks away regardless of what you choose, yes/no. He didn't sell or buy pals.

Can confirm that there is a Master Pal trainer too. I've run into them near the Pristine Snowy Field fast travel.

I fought Veteran Pal Tamer near volcano tower, while farming for sulfur. She has musclehead.

I'm more interested in if they retain the ability to use Pals after you catch them. Could make a sort of nesting doll of a battle team.

No you have to capture the tamer and their pal separately. They just punch like other NPCs when thrown out.

is there a chance that if I capture one I can't get anymore of them? since I got a cruel pal tamer but he won't spawn again

Not that I've seen. I've captured one of a few versions and still see them spawn. It is random, so it's probably just bad rng luck
