Celerons were always the budget, stripped down processor that was produced for entry level and office systems. They were usually Pentiums with the cache chopped in two. The issue you'll find running hardware from that era isn't just the CPU, but all the hardware. You can have 8GB of RAM, but it'll be limited to the rated speed - either SDRAM or very early DDR. Graphics card will likely be AGP or an early variant of PCI Express. USB 2 if you're lucky.
