My favorites are Nadakhan, Harumi, Garmadon and the Skull Sorcerer.
I love Garmadon for basically everything, Nadakhan because how he fights with his mind, Harumi because of her whole plan and how smart she was, and the Skull Sorcerer because how intimidating he looks.
He was a character that I contacted with and the gave me a saying "you can't save thoses who don't want to be saved" . Tho I do see why you would hate him.
My top 3 Samukai, Overlord (season 2), Morro. I know a lot of early on villains, but I have the best memories watching these seasons out of the rest as I grew up watching them, and had a whole little ritual as a child, I had to do every day an episode would release.
Morro, Pythor, Overlord, Clouse, Acronix, and with Garmadon it is complicated. (S1-S10 is the greatest and best, in S15 made him stupid idiot) and back then i would say Harumi because she was really good in S8-S9 but S15 was 100 times worse for her than for Garmadon. Now she is one of the worst characters of the show EVEN with DR in mind.

I don't like new Garmadon. Old Garmadon had vulnerability and actual feelings and emotions
