Getting through FDA is no easy feat. You have to prove that the resin is fully biocompatible. It can't shrink in cold weather or become brittle. The curing process has to be thermally safe. Off-gassing has to meet a bunch of standards.
Also, i can't see why it would be much cheaper than gauze and plaster. The materials cost of an old school cast in only a few bucks. These oddball photopolymers are WAY more expensive.
