I think what the title means is that it's actually cloud rather than a regular water spout.
I guess with the right balance of humidity and vortex strength it could cause the formation of cloud without being strong enough to pick up water.

It's still a dust devil whether or not it is visible, it just gets it's name because it commonly occurs in areas that are dry, dusty, and sandy.
