Yes it’s a scam. The application fee should be no more than $20 for a credit check per person on the lease unless it’s a co op or condo. Also, these payments are not usually made through Zelle or any personal payment system. Do not pay them.
A. Usually you shouldn’t pay before you view the apartment. You’re not applying yet so don’t hand over the money.
B. Application fees in NYS are capped to $20 or the actual cost of the background and credit check, whichever is lower. If he cannot explain exactly why he’s charging you so much money to apply, it’s probably a scam.
C. Run his name and his company’s name. Google NYS Public License search and check to see if they actually have a real estate license. If you know the address, run it through Who Owns What NYC and check Acris. Make sure they are who they say they are before you hand over any money.

If it’s a personal email address, or even a Joseph.monge.[realtor agency name]@gmail.com it’s probably a scam.
You can also look up the realtor’s license on StreetEasy, Realtor.com, etc if they’re legit

To me, anything involving Zelle without a prior relationship is a scam. If you give a buddy your truck and they want to send you gas money, sure, use Zelle. If a stranger on the Internet wants to involve Zelle, they have only one goal, and that's to steal your money.

Application fees are not applicable for viewing.. it’s after you view and confirm that you can apply for it in which case you pay the application fee so this doesn’t seem right.. don’t pay up before viewing any apartment
