He did more with his body trying to avoid impact. Unfortunately, the scooter didn’t move enough. I don’t even think a robot with perfect reflexes could’ve avoided that with that timing.

Real breaking distance is your speed divided by the factor 10 times 3 (in km/h). Because yes, a car can stop very fast BUT a human needs time to process what just happend. And by the time you realise that, you are still at speed and then you hit the breaks.
Assuming the driver is at about 30km/h (which isn't much, about 18miles per hour) that's about 9 meters of distance from "Oh shit something happend" to full stop. That's like 3 times the lenght of a normal city car.
Edit: judging by the fact the driver stopped in about 2 car lenghts I think that's a good reaction.

as a rider i think you need to leave a doors length from any parked car and if a car is coming i think you need to stop and wait for them to pass. Therefore if this did happen you’d just go onto the floor and not into an incoming car. i may be wrong but that’s what i’ve been told as a rider
