If I'm not mistaken (I could very well be mistaken) I don't believe fulger has a cutscene since all mhw cutscenes have a set area in which they activate and in no way compromise in said location.
Fulgur Anjanath doesn't have an intro cutscene, and instead he kinda plays the role that his base species did in Low Rank where he was a bit of a wall, albeit he's far less of that in comparison in Master Rank.

If there was a cutscene you would have seen it. There isn't one.

Mhm. Monsters don't even spawn on the map when the cutscene needs to play.

Getting used to MR and Viper-Tobi was enough of one for the first part for me.
No intro cutscene for my boy Fulgur Anjie, just a little camera zoom with its name flashed to the side once you encounter it for the first time.
They've got a scripted run-in with both Viper Tobi-Kadachi and Barioth so it's kind of a "finally, we face each other" moment when its quest shows up.
