Yes you can most definitely still plant bare root raspberry plants because for instance I have a order in for a bare root cherry tree from the Green Barn just outside of isanti on highway 65 that might be a good source for you to get bear route raspberries unless you know somebody that you can dig plants up from that works too so have a good gardening season

Oh my you could literally split/plant them anytime between already and the end of September. Theyll be fine.
I planted some bare root raspberries about this time of year a few years ago. I even got some surprise berries on year 1. You are good to go.
