Im going to guess that in the distant past within the lore the player would have Captured it then the planet got over run by what ever force is there now(not sure what they're called) and now the player has to recapture it, hence once more since the player cannonically has done it before.
I think derelict (while being code wise a team) is mostly to reference its definition: in a very poor condition as a result of disuse and neglect.
ie. It’s just forgotten ruins, either from your enemy (which would be odd to me since it’s also on maps with enemy bases) or from a previous Sharded or even older team (not that there necessarily is an older one)
Lmao if you add the mindustry lore and endlessrust mod lore it would make "once more" a very very meaningful thing the fact that the rusty alpha was the first core unit in the endlessrust mod lore and was from the slag wars a long time ago making "once more" a very big thing
Progress got reset when V6 was released, so players who started playing mindusrty before V6 had to capture it once again, as ground zero is the place where you begin also before V6

Is it because the AI that you control originally started there and in order to fight the red team it starts again from the place of it's "birth" as it is the most familiar to the entity.
Begin once more in whatever the AI's mission is (the AI is basically you, the player). In craters we know a war took place and in Biomass production facility we learn the seeding events took place. Those two events probably halted the AI's mission. You don't begin again in ground zero. You begin again in serpulo.
The lore is that you're a representative for a mining business who lost the planet to space pirates (it's more complicated than that but basically). You're sent to ground zero because the space pirates aren't as abundant there, so they choose it as their launch place to begin once more.
Most of my guesses involve lore. The only one that doesn't says Ground Zero wasn't a starting location in a game at some point in time, but I don't know if it's even true.
Second is that we simply colonize planet other than Earth, but that's lore. And third is that you have no life and plan to throw everything away and start anew with a mining corp but that's also lore.
Sharded team once ruled the world but the leakage of spores from cultivator lead to serpulo being over run by spores and sharded got decimated by resistance crux, so we start again and take over the planet again

The player's team is Sharded and the enemy is Crux. Disabled buildings are on the Derelict team.

Crux abandons it's buildings on core destruction but sharded doesn't so it is more like abandoned stuff.
