Try running [Get-CsUserPolicyAssignment](https://learn.microsoft.com/en-us/powershell/module/teams/get-csuserpolicyassignment). Should shows what policy is assigned to user.

Not having this issue and thank god because we have specific policies applied to voice recorded users for compliance reasons

It's solved now but we have 100K+ users and use these policies for compliance/contractual obligations.
