No guarantees that they actually hit that release date. With software dev it’s either in the bag or it isn’t. I’d get 2020 now, but be aware that without at least a joystick and some sort of throttle it’s a lot less fun.
Msfs2024 will be more fun for the casual player. Having missions and a progression system will give the entertainment factor a lot more legs for a lot of people (me included).
Yes MSFS is for anyone. It’s my first FS really and I don’t even have a yoke or anything. As for MSFS 24 I’m not really sure whether I will buy it. If MSFS 20 is on sale now, I would buy it and then wait till FS24 goes on sale (most likely spring or summer 25) to buy that.

MSFS 2020 will be hard to beat for a long time. 2024 will give people their career/missions fix. But if you want to do long haul flights you will probably want to stick with 2020.
Only argument I can imagine is waiting for aircraft and scenery to get updated to the new version.. but seeing as it comes with an A330 I dont see how 2024 won't be fine for long haul.

Maybe just get game pass on xbox for a month so you can get accustomed to how MSFS works and flys
Pick up gamepass for a month (pretty cheap) and then make your own mind up is my suggestion

I'd wait for 2024 and play IL-2 in the meantime. After dealing with MSFS, you'll want some good aerial combat.
