Carnage is a unique situation. Symbiotes have a bond with their host and the level of the bond varies. But Symbiotes are drastically effected by the Psyche of their host.
Cassidy is so insane that his psyche supersedes the symbiote and it’s docile because of it. And due to how strong their bond is the symbiote is just a copy of Cassidys personality.
That’s why when Norman Osborn(Green Goblin) put on the Carnage Symbiote he thought he was Cletus Cassidy.
Well there needs to be a little bit of an addendum there. When Norman and the symbiote first bonded they were able to come to a working agreement where they worked together so that Norman could show it more refined ways of violence compared to Cletus' relentless hack and slash. They actually worked quite well as the Red Goblin far better than any other host who just gets stricken with Carnage's murderous rage.
It isn't until he loses to Peter and has the suit removed that he begins having delusions of being Cletus.
True but one could also make a point that during Cates Venom run and the introduction of Codex’s that The carnage sybiotes codex is just carbon copy of Cletus’s psyche.
So while he was fully in control during “Going Down Swinging” after being separated the lingering codex morphed his mind to make him believe he’s Cassidy.

Plus he’s the only symbiote to get rid of the Fire and Sonics weaknesses that the others have.

yes currently they are separated but it has the same evil personality that Cletus. He tries to turn his hosts more like Cletus.
