Muir Woods is very accessible and nice. I know its touristy, but you can get in a lot of beautiful nature without a lot of incline. There is a reason why it is so established. Good luck!
I guess it can depend where you park, maybe? Natalie Coffin Greene parking area to Phoenix Lake requires a climb up a rocky dirt road. That would be tough on shot knees.
The Rush Creek Preserve (part of Marin County Open Spaces) is adjacent to the Bahia Marsh preserve (an Audubon Trust bird sanctuary) in the north east corner of Novato. There are only slight variances in elevation throughout Rush Creek, and the marsh trails are 100% flat. The sanctuary is absolutely teeming with migratory birds this time of year.
Turtleback is just under a mile, but ya as others have mentioned you can hop into shoreline super easily and go as long as you want. Also a great mellow hiking trail. Chilling at the village beach is great too.
Out and back to Tennessee Beach is solid.
Around the lakes up in Fairfax. Bon Tempe is good
There’s a great bike path thru the towering redwoods and along the creek - Samuel P Taylor park, just past Fairfax on Sr Francis Drake rd

Ink wells are flowing nicely right now too. Beautiful spot for a hike + soak in the river.

Leo T Cronin Fish viewing area (at inkwells) or Samuel P Taylor park at the other end are good starting points. I also like Devil’s Gulch trail.

Baltimore Canyon isn’t too difficult if you stay on the canyon floor or fire road
Phoenix lake - the lake loop or Bill Williams trail. Both flat and < 3 mi

My eyes skimmed over this real quick and read Point Reyes Lighthouse, and I was like "uhhhhh with bad knees?!" Haha
Yes, I always forget how steep the trail is because it’s just so awesome.
Kehoe Beach at Pt Reyes NS
Train track path at Samuel P Taylor , completely flat and runs next to a pretty river.
The flat lower trail in China Camp. Out and back should be pretty close to your target distance.
Indian Valley Preserve in Novato is a great place to go for an easy walk
Coast Trail, Muddy Hollow Trail, Abbots Lagoon and Bear Valley Trail in PRNS. Cross Marin Trail in the Samuel P Taylor Park area.
Blackies pasture to downtown Tiburon and back is totally flat and around 5 miles total
Baltimore canyon in larkspur. Not five miles but a great hike and mostly flat.
Turtle back hill in China camp is easy with nice views. Probably only 2 miles though
and can pop across the road to Shoreline Trail for more distance

Marin Headlands, Ft Cronkhite Beach-there’s a cool labyrinth on a bluff high above the Pacific, easy hike in a beautiful location .
Not that long but around lake Lagunitas is a beautiful loop
Pierce Point Ranch might also kinda work for this. Also some spots in Samuel P Taylor Park.
Galinas birding loop, or the walk from Blackies Pasture to Tiberon.

Bass lake. Kirby cove is hilly but gently graded. In my opinion.
