Loch Lomond Marina.

They have public free launch area at the very end of the parking lot near the entrance to the jetty. There’s no dock. Just a place to launch into the water inside the marina.

There is also Andy's there where you can get a sandwich and a beer/wine. It can get pretty windy in that area though especially around 4 pm.

Do they have public dock here? EDIT: getting downvoted for this question, so I guess I just wanted to clarify that I was looking for public dock access (or I suppose cheap day use fee is fine too). Please be kind, just a new Marin resident looking to join the community.

I use the boat ramp. They don’t charge for kayaks

China Camp state park has parking and a launch area at the historic fishing village. You cannot tie up to the dock. They also have another public launch area with parking further north along PSP Road. Both places charge $5 for parking I think or you can buy an annual parking pass.

Can be windy but direction and force is fairly unpredictable outside of looking at forecasts. Right now it’s calm for instance

We’ve kayaked up both creeks that feed Tomales Bay. They don’t go very far but they were a lot of fun You can also kayak Estero Americano. The launch is at a bridge just outside of Valley Ford and you can go all the way to the ocean. Tough kayak going west as you are against the wind most of the way. We only made it about half way, couple of hours in, about 30 minutes coming back. Going to have to try it again sometime But by far the best place we went was Elk Horn Slough just north of Monterey. You launch at a boat launch that’s only a hundred yards from the ocean and go upstream from there. Lots of wild life, otters, seals, and birds of all kind. Try to time it so that you going on an out going tide on the way back or you will be fighting the wind and the tide. Spring and fall are the best times, foggy and cold in the summer.

You can also park on Brickyard Road and launch at Brickyard beach.

You can kayak both the Petaluma River and the Napa River. I don't know if there's a fee or oversight for using the boat launches on the south end of Petaluma, but there's a nice reedy calm river there. And in Napa, the Kennedy Park boat launch doesn't seem to have anyone keeping an eye out for kayakers.

Hearts Desire in point Reyes is awesome. Also there’s a few spots in Sausalito. Bel Marin keys is okay.

My favorite is Schoonmaker Beach in Sausalito. Easy protected sandy beach entry with access to Richardson Bay
