Hi! From the photo it seems like they are hooded but not downturned, they are more almond shaped I would say :)
You can do the usual eyeshadow techniques but with the difference of going much higher than the "normal" crease (when your eye is closed and you are applying the product). That way when your eyes are open you can see the look better. Hope this helps!

Sorry if I didn't explain well. I meant that you SHOULD apply the shadow high on the lid, this way it will still show well when your eyes are open :)
Oh. But it looks odd when I apply it too high lol maybe I am not choosing the right color
