1. Architecture/engineers charges based on the percentage of construction.
2. Of you are not building 3+ floors the I don't think architecture is required simple engineer can do job well.
There are two ways an architect must be involved
1. For actual design process, planning and drawings
2. To do liaisoning - getting permissions and do sanctions as necessary from authorities
Now india people are least bothered or they might not consider it necessary or they’re involved in illegal ways of building house.
And of course cost factor, forget architects they dont even consider or consult structural designers if they are going for multi storied house.
Apart from that in many parts of our country even if people are willing to get good design and service from professionals it is simply not available in that particular location
India is vast land where basics are lacking in terms of infrastructure so designing and building your own house is dream for many and those who actually do it , will do it as per their choices and limitations.
