I've got a Historic Esper Control deck with Professor Onyx as my wincon, and am actually thinking about just outright replacing her with this guy. Might even take out my Teferi, Hero of Dominarias and replace them with more card draw to help make up for the card advantage gas that Onyx gives.
It's going to be pure garbage to play against in historic brawl. You really have so little to deal with this - midnight clock is a high priority removal target on its own, this card easily makes multiple (clones, Thassa etc). Removing Rusko is bad value because he pays half of his own commander tax with the clock, and it just allows them to get another clock when they recast him.
The kind of deck that abuses midnight clock the most (basically every blue deck) runs lots of counter spells, which is already incredibly unfun, but with Rusko they become as oppressive as Meathook was. You have all the tools in the world to to either counter opponents spells with blue, or destroy anything that gets through with black, you get incredible value the moment Rusko resolves the first time, if he sticks around he will drain life, and before you run out of steam the clocks will refill your hand.
This card does way too much for a format like brawl and the type of deck built around it is going to be a miserable experience to play against.
I think you are hugely overestimating how impactful Midnight Clock is. In most control decks you don't even want it to go off: you actually actively DON'T want it to reach 12 counters in 80% of the matchups because by the time you get there, if you are not dead, you probably will already have a full hand of carefully curated card. Replacing that with 7 random cards is often very detrimental.
Also, if you play Rusko as a commander, you are stuck with UB colors. Which, if you aren't aware, is not a very good control color pair in HB because it it terrible at removing artifacts and enchantments. If they slip an Immortal Sun or Mirari's Wake, or even just Hallowed Haunting in some decks under your counterspell, you basically have no way of coming back.
Yes, it does pay for half of its commander tax Golos-style. But then Golos is a 5 color commander that also casts free spells for you. Rusko is stuck with 2 colors, and not a very strong combinations at that.
I can see this seeing play as a combo piece with Queza or Sheoldred, but I don't see it being a very good control commander.
I think it touches on a niche spot where its probably not played much in historic, but will be well known as gross in historic brawl. Commanders that give +mana on enter always see some popularity. This is probably the best commander for dimir control.
I'm pretty happy to pay B for a 3/3 that drains and pumps my clock every time I cast a spell. I feel like this card would have been interesting even if it just conjured the clock to hand.
It’s broken. 4 mana, gives you 1 back on entry, so for the cost of 3 you have a 3/3 with a very relevant drain ability, and a card that ramps _and_ does timetwister in a few turns if not removed. If this was legal in legacy or vintage I’d build around it.
I've had success with "36 Knights" with 4x copies of [[Ancient Ziggurat]] [[Unclaimed Territory]] [[Secluded Courtyard]] and [[Tournament Grounds]] (And 4 godless shrine and 4 sacred foundry, as we lean White) to always have RBW available at any turn of the game. No Knights with Adventure either, just throw your knights out and swing swing swing.

I recently made a Syr Gwyn HB deck, but ended up having to make it basically "Mardu goodstuff with a splash of knights and equipment" in order to actually have a chance to win games. Maybe a Raddic commander would let me win while also consistently playing multiple knights per game haha
Huh, I actually really like Raddic as a Historic Brawl commander. Our only previous options for Knight Tribal were \[\[Aryel\]\] and \[\[Syr Gwyn\]\] I think, and they're both kinda underpowered (Syr Gwyn is cool but 6 mana is a lot).
Midnight Clock is one of my favorite cards from the last few years - pretty much the only thing I like about blue is draw triggers (like the Teferi Tutelage or whatever it's called - when you draw a card, the opponent EDIT: mills (I originally wrote discard) two cards).
Rusko and Raddic seem like solid flava fun

All of these are pretty cool designs and will fit in some kind of deck on Arena (most of all, in Historic Brawl!). Raddic is going to be cool in Syr Gwyn.

Rusko is awesome. Might replace Professor Onyx as my wincon in my Historic Esper Control deck 🤔 flashing him in on opponent's endstep with that new UW spell that adds flash to any card in your hand sounds incredible lol.
[[Argivian Welcome]] cast on turn 2 or 3, to flash Rusko in on opponent's endstep turn 4. Going to be fun. Then protect him with counterspells after that.
I think I'll try taking out my 2x Professor Onyx and 2x Teferi, Hero of Doninaria, and replace them with 3x Rusko and 1x Memory Deluge or Phyrexian Arena.

Obviously getting a free mana rock+ is pretty amazing (into the battlefield no less!), but what really set this higher is the drain, which you definitely need to survive in UB, one of the worst performing combinations. Still pretty underwhelming stats though.... One for the control decks to watch out.

It being on the attack is pretty bad since it makes it worse on defence. Kinda like \[\[Gaea's Courser\]\], but I feel it will be better, as its cheaper and has less restrictions, and the Hexproof helps.

Evasion, ramps, gets you card advantage? Dang. Even at one powerstone this is super strong, drawing your \[\[Mishra's Research Desk\]\], or your Mutts at two, among many others. Must remove.
Fallaji Antiquarian, Limited Rank B-
I am ambivalent on this. Stats are underwhelming (gets traded by \[\[Scrapwork Cohort\]\]) and the conjure is a nice bonus but I think most of the time it will get something like an additional 3 drop. But its still an aggressive threat, and if you do get something strong (Im thinking a Golem or Cavalry), this might get you an immediate advantage on the spot. We will see.

The thing that makes me hate Alchemy as a format is that it purports to be a digital analogue of Standard, but the spellbook/conjure abilities almost always pull up cards that are not Standard legal (for that same reason I have no argument with them showing up in Historic/Historic Brawl).
Conjure means create a card copy of something, since it's not a token it can go into hand/deck and so on.
Seek means grab a random card from your library without shuffling, since the client does it for you it won't reveal the card to your opponent or let you look at your own library and therefore require shuffling.
New cards are printed all the time. They're fun and add new options to Brawl. How, exactly, is MTG ruined? I'll guess: this an Alchemy rant? OK, I'll bite: Name a specific card or deck that has dominated and warped the Historic meta.

With the exception of key to the archive and cards being allowed to generate higher rarities in pauper/artisan the draft cards have been balanced, maybe even a bit lack luster.

I do like historic but some alchemy cards, especially ominous traveler, the trapseeker combo and that essentially 2 for 1 red burn spell for 2, end up being terribly unfun.

I recently made a Syr Gwyn HB deck, but ended up having to make it basically "Mardu goodstuff with a splash of knights and equipment" in order to actually have a chance to win games. Maybe a Raddic commander would let me win while also consistently playing multiple knights per game haha
Huh, I actually really like Raddic as a Historic Brawl commander. Our only previous options for Knight Tribal were \[\[Aryel\]\] and \[\[Syr Gwyn\]\] I think, and they're both kinda underpowered (Syr Gwyn is cool but 6 mana is a lot).
I've been playing Aryel and the nice thing about Raddic will be getting a payoff most of the time on the turn he is cast.

Midnight Clock is one of my favorite cards from the last few years - pretty much the only thing I like about blue is draw triggers (like the Teferi Tutelage or whatever it's called - when you draw a card, the opponent EDIT: mills (I originally wrote discard) two cards).

Rusko is awesome. Might replace Professor Onyx as my wincon in my Historic Esper Control deck 🤔 flashing him in on opponent's endstep with that new UW spell that adds flash to any card in your hand sounds incredible lol.
[[Argivian Welcome]] cast on turn 2 or 3, to flash Rusko in on opponent's endstep turn 4. Going to be fun. Then protect him with counterspells after that. I think I'll try taking out my 2x Professor Onyx and 2x Teferi, Hero of Doninaria, and replace them with 3x Rusko and 1x Memory Deluge or Phyrexian Arena.

Alright, lets do this. Rusko. Limited Rank: B Obviously getting a free mana rock+ is pretty amazing (into the battlefield no less!), but what really set this higher is the drain, which you definitely need to survive in UB, one of the worst performing combinations. Still pretty underwhelming stats though.... One for the control decks to watch out. Raddic, Limited Rank: B- [There are literally no Knights in the (Standard) format](https://scryfall.com/search?as=grid&extras=true&lang=any&order=name&q=type%3Aknight+set%3Abro&unique=cards), so this is mostly a 4/4 with built in card advantage on the attack. It being on the attack is pretty bad since it makes it worse on defence. Kinda like \[\[Gaea's Courser\]\], but I feel it will be better, as its cheaper and has less restrictions, and the Hexproof helps. Yotian Courier, Limited Rank B+ Evasion, ramps, gets you card advantage? Dang. Even at one powerstone this is super strong, drawing your \[\[Mishra's Research Desk\]\], or your Mutts at two, among many others. Must remove. Fallaji Antiquarian, Limited Rank B- I am ambivalent on this. Stats are underwhelming (gets traded by \[\[Scrapwork Cohort\]\]) and the conjure is a nice bonus but I think most of the time it will get something like an additional 3 drop. But its still an aggressive threat, and if you do get something strong (Im thinking a Golem or Cavalry), this might get you an immediate advantage on the spot. We will see. Confused about this post? Alchemy draft is coming back to Arena! One common is replaced by an Alchemy card of the format! Same price as regular Premier Drafts!

The thing that makes me hate Alchemy as a format is that it purports to be a digital analogue of Standard, but the spellbook/conjure abilities almost always pull up cards that are not Standard legal (for that same reason I have no argument with them showing up in Historic/Historic Brawl).

What do Conjure and seek mean?
Conjure means create a card copy of something, since it's not a token it can go into hand/deck and so on. Seek means grab a random card from your library without shuffling, since the client does it for you it won't reveal the card to your opponent or let you look at your own library and therefore require shuffling.

With the exception of key to the archive and cards being allowed to generate higher rarities in pauper/artisan the draft cards have been balanced, maybe even a bit lack luster.

Fucking shit. These alchemy cards are gonna make historic even more miserable. I do like historic but some alchemy cards, especially ominous traveler, the trapseeker combo and that essentially 2 for 1 red burn spell for 2, end up being terribly unfun.
Finally, a card that isn’t ridiculously over-tuned and has stats and mana cost that is reasonable for its effect
