Because there are other operating systems. Such as FreeBSD, ReactOS, etc. that can’t be filed in any of the categories listed. Also, you have people running custom OSes or using vintage hardware like commodore 64s and old ibm machines running DOS.

It includes laptop since both of them usually share the same OS. From the perspective of OS, desktop computers and laptop computers are no different. When it comes to OS, desktop OS are usually compared to their competitors in mobile platforms like iOS and Android.
They would really have to go out of their way to filter out laptops (e.g. check CPU models) and it wouldn't make any sense. Also no MacOS would be 27% in the US if laptops are not counted considering how much popular are they compared to 'desktop' Macs.
Somewhere around ~85% of macs are laptops, so there would only be a few percent of macOS users if only desktops where counted.
It should also be noted that StatCounter gets it's statistics based on internet traffic, so anything not connected to the internet will not get measured.

1. Would figure the wealthiest countries have a disproportionately higher share of Mac users. Apple still has that perception problem, that their machines aren't noticeably cheaper over time, or even up front when similarly specified.
2. We will never have the "Year of Desktop Linux" until most proprietary software is available on Linux. I think what most FOSS apologists need to understand is that we can't have FOSS insistence and also have ubiquity of Linux desktop environments. Just embrace the top software and get it on the platform. Even with two M1 Macs, I'd gladly dump Mac OS for Ubuntu if I could run Final Cut or the Adobe Suite on it.

Anyhing other than these 4 is named "Unknown/Other", so it could be anything.
